#### Answer

**Definition.** Media-planning complexity arises because audience attention, media choices, buying conditions and measurement are fragmented while budgets remain limited.

**In simple words.** Audience bikhar gaya, choices badh gaye; same person ko repeat count karna bhi avoid karna hai.

## Understand it step by step

1. **Audience fragmentation:** different groups use different channels and programmes. No single vehicle necessarily reaches the whole target efficiently.
2. **Multiplication of formats:** print, broadcast, search, video, social and outdoor formats have different strengths, technical requirements and costs.
3. **Audience duplication:** the same person may see several channels. Adding platform reach figures without deduplication can exaggerate unique reach.
4. **Clutter and attention:** an available exposure may be ignored or avoided. The planner must consider context, creative fit and repetition as well as raw delivery.
5. **Cost and competition:** rates and available placements vary. Production cost, competitive pressure, timing and budget constraints interact.
6. **Measurement differences:** platforms may report different bases and attribution windows. Person-based, household and device figures cannot automatically be combined.
7. **Changing conditions:** audience habits, platform features, data access and privacy requirements can change. A plan needs review rather than a permanent fixed channel list.

## See it in use

#### Illustrative example · One learner, three screens

A student sees the same course ad on a video platform, a website and an outdoor panel. Those are three exposure opportunities but one person. The planner must also judge whether the student was eligible, whether the message was understood and whether the placements duplicated effort unnecessarily.
