### Q5B. Discuss in detail at least 10 key responsibilities of Emergency response person in case of Earthquake Disasters. [10 marks]

#### Answer

1. **Establish a safe situation picture.** Verify the incident, hazard and affected area before committing people or resources.
2. **Activate agreed arrangements.** Notify authorities and use the designated incident structure and contact procedures.
3. **Assess people and services at risk.** Identify critical facilities and groups needing assistance.
4. **Coordinate resources.** Request appropriate trained teams, transport, equipment and medical support.
5. **Control unsafe access.** Establish suitable cordons and protect escape and emergency access routes.
6. **Communicate clearly.** Send structured, time-stamped updates with confirmed facts and uncertainties.
7. **Support evacuation and accountability.** Arrange safe movement, assistance and headcounts; report missing people.
8. **Protect responders.** Check competence, PPE, communications, rest and changing hazards.
9. **Support relief and service restoration.** Coordinate water, shelter, urgent care and lifeline restoration with responsible agencies.
10. **Record, review and improve.** Maintain records and feed lessons into recovery, plans and future training.

## Seven dos

1. **Drop, Cover and Hold On.** During shaking indoors, protect yourself under suitable sturdy cover and hold on; if cover is unavailable, protect your head and neck where you are.
2. **Stay clear of falling objects.** Keep away from windows, tall unsecured furniture and damaged partitions.
3. **If outdoors, seek open space.** Keep clear of buildings, trees, poles and wires without moving into another hazard.
4. **If driving, stop safely.** Pull over away from bridges, overpasses and wires where safe and remain in the vehicle until shaking stops.
5. **Move carefully after shaking.** When safe, use designated exits and stairs, expecting aftershocks and debris.
6. **Account and report.** Check on people, report injuries or trapped people and follow the instructions of trained responders.
7. **Follow official updates.** Keep clear of unsafe structures and respond appropriately if you are near a coast and notice tsunami warning signs.

## Three don’ts

1. **Do not rush outside while shaking.** Falling glass and masonry can make exits and building edges dangerous.
2. **Do not use lifts.** Power loss or damage can trap occupants.
3. **Do not re-enter damaged buildings without clearance.** Aftershocks and hidden structural damage can cause collapse.

#### Illustrative application · A classroom earthquake illustration

A fault begins to rupture below ground at the focus. The surface point vertically above it is the epicentre. Waves spread outward and shake buildings; the damage also depends on local ground and construction. Use the labelled diagram in the earthquake chapter to connect these terms.
