Q1B. Discuss in detail the significance and benefits of Preparedness Measures for Disaster Management. [5 marks]
Answer
Preparedness is the knowledge, planning and capacities developed in advance to anticipate, respond to and recover from a likely disaster. Training is one part of preparedness, not its complete meaning.
- Earlier protective action. Warnings linked to agreed decisions allow people to move before conditions become dangerous; a cyclone evacuation trigger is one example.
- Less confusion and delay. Named roles, contacts and rehearsed procedures tell teams who activates the plan, opens shelters and reports needs.
- Resources ready for use. Maintained supplies, equipment, transport and backup communications prevent avoidable shortages during the first response.
- Protection of people needing support. Plans identify assistance for children, older people, visitors and persons with disabilities instead of assuming everyone can evacuate unaided.
- Continuity and improvement. Backup arrangements protect essential services; drills reveal gaps in routes, communications and accountability before a real emergency.
For example, a flood-prone school maps a safe route, assigns assistance roles, keeps emergency contacts and practises headcounts. The drill tests the plan; supplies and arrangements must also be maintained.
