### Q3B. Discuss any 10 points that need to be considered during the Recovery Phase for a Cyclone Disaster. [10 marks]

#### Answer

Recovery after a cyclone restores services and livelihoods while reducing future risk. The sequence overlaps; urgent shelter and essential services may begin during response.

1. **Verify damage and needs.** Survey affected households, infrastructure, services and livelihoods with community participation.
2. **Maintain safe temporary shelter.** Provide accessible accommodation, privacy, water and sanitation while longer-term housing is arranged.
3. **Restore essential lifelines.** Prioritise water, power, communication and emergency access with responsible agencies.
4. **Support health and wellbeing.** Maintain health services, rehabilitation and psychosocial support; monitor actual risks rather than assuming every disaster causes an epidemic.
5. **Manage debris and contamination.** Separate hazardous material and dispose of debris safely through trained services.
6. **Restore education and social services.** Reopen schools and support children, older people and persons with disabilities.
7. **Support livelihoods.** Restore productive assets, market access and fair assistance for affected workers and households.
8. **Reconstruct safely.** Use hazard assessment, appropriate building standards and safer sites where necessary.
9. **Coordinate and account for assistance.** Use transparent eligibility, information sharing and complaint mechanisms to prevent exclusion and duplication.
10. **Review and prepare for recurrence.** Record lessons, maintain restored systems and improve plans, training, warnings and risk reduction.

#### Real case · Phailin, 2013

India reported pre-emptive evacuation of more than one million people before Cyclone Phailin. This is a real example of warning linked to action. For a formation question, keep the physical process separate; for management, explain how evacuation reduces exposed people’s immediate risk.
