### Q2A. Discuss in detail any five functions and responsibilities of NDMA India. [10 marks]

#### Answer

**Definition.** The Disaster Management Act, 2005, as amended in 2025, provides the institutional basis for India’s disaster management system. The National Policy on Disaster Management, 2009 emphasises prevention, mitigation, preparedness, participation and resilience.

## NDMA functions: explain the verb, not just the name

1. **Policy and national planning:** establish the national approach and planning framework.
2. **Guidelines:** guide state authorities and central ministries in preparing plans and integrating risk reduction into development.
3. **Coordination:** coordinate implementation across institutions and sectors.
4. **Mitigation and capacity building:** recommend support for mitigation and promote preparedness, training and risk reduction.
5. **Institutional guidance:** guide disaster management capacity-building arrangements, including broad policy for NIDM.

## Guidelines listed in the lecture

The lecture’s dated index groups practical guidance on earthquakes, floods and urban floods, cyclones, tsunami, drought, landslides and avalanches, chemical/biological/radiological events, heat and cold, GLOFs, lightning, boat safety, shelter, schools, hospitals, heritage, psychosocial care, relief standards and incident response. Understand their purpose: translate policy into hazard-specific and sector-specific action. The slide list is a historical teaching index, not a complete current catalogue.

For an answer asking “according to the lecture”, the PPT also explicitly lists approval of the National Plan and central ministry plans, recommending mitigation funds and assistance to affected countries as determined by the Central Government. Read the current-framework lesson below for the 2025 amendment and the distinction between the NDRF Force and Fund.

#### Illustrative application · Authority, force and institute

In a hypothetical district emergency, the district administration coordinates local action, specialised response teams support rescue when deployed, and technical agencies supply hazard information. Policy authorities and training institutions have different roles; they are not interchangeable rescue teams.
