Q3B. Discuss any 10 points that need to be considered during the Recovery Phase for a Tsunami Disaster. [10 marks]
Answer
Recovery after a tsunami restores services and livelihoods while reducing future risk. The sequence overlaps; urgent shelter and essential services may begin during response.
- Verify damage and needs. Survey affected households, infrastructure, services and livelihoods with community participation.
- Maintain safe temporary shelter. Provide accessible accommodation, privacy, water and sanitation while longer-term housing is arranged.
- Restore essential lifelines. Prioritise water, power, communication and emergency access with responsible agencies.
- Support health and wellbeing. Maintain health services, rehabilitation and psychosocial support; monitor actual risks rather than assuming every disaster causes an epidemic.
- Manage debris and contamination. Separate hazardous material and dispose of debris safely through trained services.
- Restore education and social services. Reopen schools and support children, older people and persons with disabilities.
- Support livelihoods. Restore productive assets, market access and fair assistance for affected workers and households.
- Reconstruct safely. Use hazard assessment, appropriate building standards and safer sites where necessary.
- Coordinate and account for assistance. Use transparent eligibility, information sharing and complaint mechanisms to prevent exclusion and duplication.
- Review and prepare for recurrence. Record lessons, maintain restored systems and improve plans, training, warnings and risk reduction.
