Q6A. Discuss in detail the significance of Mitigation in Disaster Management and elaborate any five mitigation measures to be adopted for Forest Fires. [10 marks]
Answer
Why mitigation matters
- Protect life. Safer buildings, routes and protective actions reduce deaths and injuries.
- Reduce physical losses. Appropriate construction and siting reduce damage to property and infrastructure.
- Protect essential services. Resilient hospitals, water and communication systems support response and continuity.
- Reduce secondary hazards. Industrial safeguards and stable infrastructure can prevent fires, leaks and cascading failures.
- Protect livelihoods. Resilient assets, diversified income and continuity plans reduce long-term hardship.
Five forest-fire measures
- Reduce preventable ignition. Control careless burning and equipment hazards through appropriate rules, maintenance and awareness.
- Manage fuel and firebreaks professionally. Use locally appropriate, ecologically informed treatment by competent authorities; untrained burning creates additional danger.
- Detect fires early. Link patrols, reports and appropriate remote observations to verified alerts and prompt assessment.
- Prepare people and response access. Identify threatened settlements, safe routes, trained teams and communication backups.
- Protect and restore ecosystems. Manage degraded areas and post-fire risks such as erosion; recovery planning should reduce repeated vulnerability.
