### Q3B. State and elaborate in brief any 5 Do’s and Don’ts for individual response during Flash Floods. [10 marks]

#### Answer

## Five dos and five don’ts for flood response

| Do — action and reason | Do not — unsafe action and reason |
| --- | --- |
| Act on official warnings and use designated safe ground; flood conditions can change quickly. | Do not wait beside a river, shore, drain or underpass to watch water rise. |
| Use an assessed safe route and arrange assistance for people who need it. | Do not walk, swim or drive through floodwater; currents and hidden damage are difficult to judge. |
| Carry essential medicines and communication items if doing so does not delay escape. | Do not return for replaceable belongings once the route is unsafe. |
| Report stranded people and electricity hazards to trained services from a safe location. | Do not touch fallen wires or attempt an untrained water rescue. |
| Follow verified updates and return only after clearance; water can remain contaminated. | Do not assume receding water means buildings, roads or drinking-water supplies are safe. |

For coastal flooding, move beyond the mapped inundation area to designated safe inland or high-ground locations. For flash flooding, act promptly because warning time may be very short. The route must be safe for the actual hazard, not merely the shortest route.

#### Real case and learning connection · Mumbai floods, 2005

The Mumbai flood case links intense rainfall with urban drainage and development conditions. For an answer on mitigation, explain how maintaining drainage and protecting water-storage spaces address specific pathways of flooding; do not claim that any single measure prevents every extreme event.
