### Q4B. Critically evaluate the five preparedness measures for mitigating the effects of cyclones and tsunamis in coastal areas. [10 marks]

#### Answer

| Preparedness task | Cyclone application | Tsunami application | Critical condition |
| --- | --- | --- | --- |
| Warning and action triggers | Monitor official cyclone forecasts and evacuation advice. | Connect official alerts and recognised natural warning signs to prompt evacuation. | Tsunami lead time can be very short; never assume a cyclone-style multi-day warning. |
| Routes and destinations | Plan movement to designated cyclone-safe shelters before severe conditions. | Practise routes to designated safe high ground or inland areas outside mapped inundation. | A nearby building is not automatically safe for either hazard. |
| Assistance and transport | Arrange early movement for people needing help and support for visitors. | Practise immediate assisted movement along safe routes. | Transport availability and route bottlenecks must be tested. |
| Supplies, communications and accountability | Prepare essential supplies, backups and shelter headcounts. | Prepare portable essentials without delaying escape and establish safe-area headcounts. | Equipment must be maintained and messages accessible. |
| Coordinated drills and review | Test agencies, shelter staff and utility readiness. | Test evacuation, safe-area control and repeated-wave/all-clear procedures. | Review observed failures; one unassessed drill does not establish readiness. |

#### Real case · Phailin, 2013

India reported pre-emptive evacuation of more than one million people before Cyclone Phailin. This is a real example of warning linked to action. For a formation question, keep the physical process separate; for management, explain how evacuation reduces exposed people’s immediate risk.
