### Q1A. Distinguish between Analysis and Assessment of a Disaster. [5 marks]

#### Answer

| Aspect | Analysis | Assessment |
| --- | --- | --- |
| Purpose | Explain causes, processes and relationships. | Judge the level of risk, damage, needs or available resources. |
| Question | Why did the event produce these impacts? | How severe is the situation and what is required? |
| Methods | Study hazard behaviour, exposure, failures and interactions. | Survey, estimate and prioritise using defined criteria. |
| Use | Improve understanding, models and management choices. | Support decisions on preparedness, response and recovery. |

Both can occur before or after a disaster. **Risk assessment** can be pre-event; **damage and needs assessment** is commonly post-event. They should not be defined simply as “analysis before, assessment after”.

## Nisarga example

Analysis examines cyclone wind/rain, exposed settlements, roof weaknesses and service failures to explain impacts. Assessment estimates affected households, damage, shelter and water requirements and the status of roads and power. Together they support targeted relief and safer reconstruction; historical quantities must come from verified records.

#### Illustrative application · Two communities exposed to the same hazard

Two settlements may face similar heavy rain but experience different losses because of drainage, housing, warnings and ability to evacuate. The example separates the hazardous event from exposure, vulnerability and capacity, which together influence disaster risk.
