### Q3A. State the 4 levels of Early Warning system and elaborate each in detail citing relevant examples for each level. [10 marks]

#### Answer

**Definition.** An operating level describes the geographic and institutional scale at which a warning system works. It is different from a warning stage or the components of a system.

| Level | Who / what it serves | Example |
| --- | --- | --- |
| Community / local | A settlement, municipality or local community. | A village flood gauge, siren and trained evacuation volunteers. |
| National | A national technical agency and national coordination system. | IMD cyclone monitoring and warnings for India. |
| Regional | Several countries or a wider geographic region sharing a hazard. | An Indian Ocean tsunami warning arrangement connecting national centres. |
| Global | International monitoring and information across the world. | International health or food-security monitoring and alerts. |

## Three different lists: read the question carefully

| Question asks for… | Give this list |
| --- | --- |
| Operating levels | Local → national → regional → global. |
| EWS components | Risk knowledge → monitoring/forecasting → communication → response capability. |
| IMD cyclone warning stages | Pre-cyclone watch → cyclone alert → cyclone warning → post-landfall outlook. |

#### Illustrative application · A warning must reach people who can act

A technically accurate warning still fails if a resident cannot understand its language or has no accessible transport. Add a clear message, known safe destination, assistance arrangements and backup channels; each repairs a different link between detection and protection.
