### Q1B. The IMD has informed a Cyclone to hit the coastal city in 72 hours on basis of its travel speed. You are part of Disaster Preparedness team of City Council. Explain how will you communicate the information by any 2 modes of communication, so that it has the maximum reach. Elaborate the modes to adopted in detail. [5 marks]

#### Answer

For a cyclone warning issued about 72 hours before expected adverse conditions, communication must connect the warning to a protective action. Use several channels, accessible languages and backup power, and assign responsibility for updates.

1. **Official mobile alerts.** Send location-specific SMS/cell-broadcast or official app alerts with the hazard, time, expected impact and action. They are fast and can be updated, but cannot be the only method because phones, power or networks can fail.
2. **Local public-address and community networks.** Use sirens with a taught meaning, announcements, police, local volunteers and door-to-door assistance where safe. These methods reach people who cannot read a text alert or need physical evacuation support.

**Message structure:** authority and issue time → affected place → hazard and expected impact → protective action and safe destination → next update/contact. Confirm that high-risk groups received and understood the message; broadcasting alone does not prove successful evacuation.

#### Real case · Phailin, 2013

India reported pre-emptive evacuation of more than one million people before Cyclone Phailin. This is a real example of warning linked to action. For a formation question, keep the physical process separate; for management, explain how evacuation reduces exposed people’s immediate risk.
