### Q1B. The city council, of a city is facing problem of consequent River Floods during monsoon. In past decade the city has developed from Tier -II city to Tier – I city. What would be your suggestion for preparedness measures that the council can adopted to reduce the vulnerability and risk of the disaster. Elaborate your suggestion (any 4) in brief. [5 marks]

#### Answer

1. **Map changing exposure.** Update floodplain, settlement and drainage maps as the city expands; identify critical facilities and people needing support.
2. **Maintain and inspect services.** Remove drainage blockages before the monsoon, inspect culverts and organise emergency maintenance teams.
3. **Set warning and action triggers.** Link rainfall and river forecasts to local alerts, road closures and evacuation decisions with named responsible officers.
4. **Prepare accessible evacuation and relief.** Mark alternate routes, ready shelters and transport and practise coordinated action. These measures reduce vulnerability even when heavy rainfall cannot be prevented.

#### Real case and learning connection · Mumbai floods, 2005

The Mumbai flood case links intense rainfall with urban drainage and development conditions. For an answer on mitigation, explain how maintaining drainage and protecting water-storage spaces address specific pathways of flooding; do not claim that any single measure prevents every extreme event.
