### Q1D. Describe the key details (5 points) in brief for the post-disaster response by NDMA in case of “Nisarg Cyclone” [5 marks]

#### Answer

Cyclone Nisarga affected Maharashtra on 3 June 2020. NDMA has a strategic/coordinating role; state and district authorities, NDRF and other services carry out field operations. The following five post-impact functions should be attributed to this coordinated system, not all described as personally executed by NDMA.

1. **Coordinate needs assessment.** Collect verified information about affected settlements, damage, access and urgent requirements.
2. **Support rescue and urgent care.** Coordinate specialist response, medical support and movement of people from unsafe conditions.
3. **Organise basic relief.** Support safe shelters, water, food, sanitation and assistance for people with additional needs.
4. **Restore essential services.** Coordinate clearance and restoration of roads, electricity, communication and water supply through the responsible agencies.
5. **Support recovery and review.** Assess longer-term housing and livelihood needs and use lessons to improve future preparedness.

#### Real case · Phailin, 2013

India reported pre-emptive evacuation of more than one million people before Cyclone Phailin. This is a real example of warning linked to action. For a formation question, keep the physical process separate; for management, explain how evacuation reduces exposed people’s immediate risk.
